This Film Is Pure Fiction, but the Chase Is All Too Real

SARAJEVO, Bosnia and Herzegovina — In all the time that Radovan Karadzic has been on the run, numerous tales about his whereabouts have
emerged. After being indicted by United Nations prosecutors as a war crimes suspect 11 years ago, Mr. Karadzic, the former leader of Bosnia’s
Serbs, has supposedly been sighted disguised as a monk, spotted in a police car escaping from pursuing soldiers and even slipping into Sarajevo,
Bosnia’s capital, to sip coffee under the noses of international officials responsible for his arrest.
Now a film starring Richard Gere as a journalist and partly shot in this city aims to tell a small chapter in one of those tales.
“Spring Break in Bosnia” is a black comedy loosely based on an actual attempt by a group of journalists to track down Mr. Karadzic. The
filmmakers say they hope the movie, due out next year, will shame the international community into making his arrest a higher priority, so that he
will finally go on trial at the International Criminal Tribunal for the Former Yugoslavia in The Hague on charges of genocide and crimes against
humanity.
Some 100,000 people, a majority of them Bosnian Muslims, are estimated to have died in the war, which lasted from 1992 to 1995.
Many people in Bosnia have mixed feelings about Hollywood tackling such a fraught issue. Mr. Karadzic is the figure most reviled by Muslims
and Croats, who are a majority of the population, yet many Serbs laud their former leader as a hero.
His policies in office led to the expulsion of all non-Serbs from half of Bosnia, and to the three-year siege of Sarajevo, in which up to 10,000 people
perished. United Nations prosecutors also accuse him of planning the massacre of nearly 8,000 Muslim men and boys at Srebrenica in 1995.
Muslims are particularly upset at the suggestion that the character in the film who is modeled on Mr. Karadzic — renamed Dr. Bogdanovic —
might be caught, because in reality, that seems a distant prospect. The film’s director has not divulged the ending.
“It’s kind of farcical to have this when he is still at large,” said Senad Pecanin, the editor of Dani, a weekly magazine with a Muslim readership.
“For me it’s a Hollywood invasion of tragic reality.”
Zumra Sehomerovic, whose husband and nephew were killed in Srebrenica, along with 41 other men from her street, complained about the movie’s
suggestion that the Karadzic character winds up being caught. “It’s putting the cart before the horse,” she said.
Yet there is hope among victims’ advocates and the filmmakers themselves that a major movie — directed by Richard Shepard and also starring
Terrence Howard, Diane Kruger and Jesse Eisenberg — will publicize the pursuit of a wanted man who is mentioned less and less often these days,
even by the international officials who support his arrest.

“These journalists, who set out for him sort of as a lark, realize no one is really looking for him,” said Mr. Shepard in an interview. “I am certainly
hinting that there are bigger reasons why people are not caught.”
Mr. Karadzic and Ratko Mladic, the former commander of the Bosnian Serb Army, are The Hague’s most-wanted suspects for war crimes. It is
widely accepted now that General Mladic has been hiding in Serbia — the government there has admitted as much — but there has been no direct
evidence pertaining to Dr. Karadzic’s whereabouts for years.
Still, there is plenty of evidence to suggest that his time in hiding has been relatively comfortable. Since 1997 he has found the time to write a novel,
poetry and most recently a play, which have all been published in Serbia. Letters to his wife have been intercepted by peacekeeping troops.
And so in the most Balkan of traditions, “Spring Break in Bosnia” subscribes to a conspiracy theory. It is the ever popular one that the powers
that be have no interest in seeing Mr. Karadzic behind bars because he might disclose secrets that could damage them.
Some critics contend, for example, that Richard C. Holbrooke, the former United States ambassador to the United Nations who brokered the

“We are assuming that there were deals that were done,” Mr. Gere said in an interview on the set. “And perhaps it found its own inertia. Let
sleeping dogs lie. But it doesn’t help with the healing, that’s for sure.”
Senior international officials who still have a substantial say in running Bosnia’s affairs concede that the failure to bring Mr. Karadzic to justice
delays reconciliation. But they argue that the Serbian government as well as Bosnian Serb officials are best placed to find him.
But the NATO-led force in Sarajevo and the European Union peacekeeping troops in Bosnia still remain responsible for finding war crimes
suspects, according to their mandates.
